Project for Expansion of Chemical Substances Registration System and Promotion of Relevant Affairs (2019)

The project period dates from 6th March to 15st December, 2019. The main tasks include sustaining the maintenance and optimization of the Chemical Substances Registration System, providing administrative supports on the implementation of the “one-stop window” for registration cross-ministerial operation, and establishing the professional training as well as cognition program. The main accomplishments of this project are accordingly described as follows: Sustaining the maintenance and optimization of the Chemical Substances Registration System The content and blanks along with all relevant requirements on all IT tools and the on-line systems have been carefully checked in order to ensure the consistency with the amended regulation which has gone into force in mid-March, 2019. The IT tool for designated existed chemical substances standard registration as well as its connection with the Chemical Substance Registration Platform website has been built up and fine-tuned. There are 9 considerate functions and 50 blank rationale checks are added. And the IT safety is secured as always. 12 counseling meetings have been conducted in an multi-project cooperation manner to promote chemical substances registration. The total number of participants was 2,193. During the project period, customer services and consultations have been provided via telephone (1,535 cases), e-mails (1,759 cases), and instant messages (31cases). Collected registration data and information has been organized, analyzed proactively and accordingly turned into the suggested registrant list for audit. 20 practical audits along with consultations has been executed and questions/suggestions from the registrants were arranged and extracted as policy advice. Providing administrative supports on the implementation of the “one-stop window” for registration cross-Ministerial operation: The well-operated dossier review and administrative functions of the Chemical Substance Registration Platform website, including cross-ministerial application assignment and co-review system have been sustained, and which ensures the co-review process in administrative as well as communication parts operate smoothly. The project has maintained the content of Taiwan existing Chemical Substance Inventory (TCSI) according to novel scientific evidences or new managing policies and conduct necessary updates (1 update case completed). The project has assisted the TCSB to hold 2 discussion meetings with MOL on “one-stop window” for registration which have finally reached 4 solid consensuses. Establishing the professional training as well as cognition program Providing administrative supports on chemical registration affairs: Background knowledge for the training tour has been built up according to the concepts of strengthening the usage of computational chemistry, as well as integrating the modeling tool along with Taiwanese registration data to achieve further risk assessment. The training tour has taken place on 3rd to 13th December, in which the delegate has attended the risk evaluation peer review event. The members have also joined the lectures and courses enhancing knowledge in American regulatory as well as systematic risk assessment. 10 study group discussions covering the 6 major chemical substance information modeling tools have been completed before the training tour to the US.
